DCA’s Humanitarian Director Lisa Henry is the Vice-Chair of the HAP board. HAP came onto the scene in 2003 to increase humanitarians’ focus on accountability. Simply put, these means making sure that aid agencies are answerable to the people that they are trying to help, and that these people can also have a degree of influence over the aid that’s provided, and are entitled to have their complaints heard when things go wrong.
At DCA we believe that Quality and Accountability initiatives are as vital and important as ever. We know that by participating at the highest level of such initiatives, we can have a much bigger impact on people’s lives than if we tried to do it alone.
Let’s take Haiti as one example. Through its roles in HAP and Sphere, DCA was able to deploy 2 full time staff to Port au Prince to train others in these important standards. This means that humanitarian agencies were reminded that they had a responsibility to follow international standards in food, health, shelter, and water.
The focal points for HAP and Sphere ensured that aid agencies were aware that they had a responsibility to deliver these services in sufficient quantity and quality, and that they were also trained and empowered to do so. This was not only for the projects that DCA supported, but for the entire humanitarian community in Haiti. So if an agency wasn’t delivering enough latrines for a camp population, for example, the Sphere project in Haiti would empower them to do so.
One key outcome of the HAP focal point in Haiti was to uncover the role that camp committees were playing in distribution of aid in the camps – and it wasn’t always positive.
Through encouraging feedback from earthquake affected people, the HAP focal point in Haiti learned that many of these committees were abusing their power. The HAP staff then worked with the agencies and communities to address the issue, and the tool that they developed was subsequently adopted by the UN International Organization for Migration as a standard tool for all its implementing partners.
