Qualifications:

  • dotAdvanced technical international EOD/BAC/Survey/Demining and MRE background
  • dotFormer experience as Operations Officer in Mine Action
  • dotExtensive Mine Action operational background with a minimum of six years international practice from Mine Action operations in a minimum of three different programmes
  • dotInternational experience as trainer in the field of Mine Action and preferably Battle Area Clearance
  • dotProfound knowledge of international mine action standards, EOD level 3
  • dotKnowledge of new technologies and methodologies
  • dotExperience in staff management
  • dotExperience with financial management is an asset.
  • dotExperience in dealing with Deming Equipment
  • dotGood motivational and managerial skills
  • dotDiplomatic, patient and persistent.
  • dotGood communication skills
  • dotKnowledge in computer handling and data acquisition
  • dotProfound knowledge in technical English.

General Responsibilities:

  • dotDay to day management and supervision of EOD/BAC/Survey/Demining and MRE operations
  • dotLiaise and co-ordinate the day to day work with the UNMAO/NMAO and other relevant local authorities and partners
  • dotSupport all practical aspects of the running of the operation
  • dotReporting on operational aspects of the programme to authorities, HQ and donors
  • dotResponsible for develop the DCA security plan and maintain and update it to ever existing security situation.
  • dotCompile and submit monthly operational report for the Program Manager
  • dotResponsible for bridging the projects positions within leave periods
  • dotDeputise as Programme Manager and fulfil other duties as may be assigned to him by Programme Manger or Country Director.

Detailed Responsibilities:

  • dotHave the day to day responsibility for management, implementation and priority setting of all EOD/BAC/Survey and Demining activities in the area of operation
  • dotMonitor and ensure that work carried out by DCA EOD/BAC/Survey/Demining and MRE teams are in accordance with the standards set by DCA Sudan Accredited SOPs and NTSG (National Technical Standards and Guidelines) for Sudan by the UNMAO
  • dotParticipate in the development and implementation of SOP’s and thematic mine action handbook
  • dotConduct regular assessments, monitoring and internal quality controls in accordance with set standards in Sudan
  • dotStrong attitude toward Capacity Building of DCA Sudanese Mine Action personnel and of local DCA Sudanese partner organizations. Ensure and appreciate that capacity building and sharing of knowledge remains a high priority in work
  • dotParticipate in the development of effective, safe and sustainable procedures
  • dotMonitor that priorities set in the work plan is followed, and otherwise practise a sound evaluation of priorities on emerging tasks
  • dotAim to better target resources and work towards an enhancement of the effective planning process, so that UXO clearance is carried out as effective and safe as possible
  • dotCo-ordinate and arrange the tasks between the capacities in the programme
  • dotProvide operational weekly reports to the Programme Manager as well as input for other reports necessary
  • dotAdhere and promote DCA Code of Conduct

Additional Considerations:

  • dotThe Operations Manager is to abide by the policies set by DCA and represents the organisation in a loyal and responsible manner.
  • dotThe main long term objective of DCA mine action programme in Sudan is that of building local Mine Action Capacity. Particularly DCA is developing local Sudanese capacity in terms of Technical Advisors and Supervisors. The Operations Manager must have a strong attitude in transfer of managerial knowledge and build up of technical skills of local personnel.
  • dot Sudan represents a strong challenge in terms of working environment and living conditions. To successfully cope with strong hardship of the post, the candidate:
    - must have a strong Team working attitude
    - should have a previous experience in hardship countries
    - should have a good deal of patience and sense of humour
