UNOCHA plays a coordinating as well as a funding role for humanitarian actors’ response to humanitarian crises. OCHA manages a pooled fund for immediate and life-saving actions. There are three types of pooled funds: the Central Emergency Response Fund (CERF), Common Humanitarian Funds (CHFs) and Emergency Response Funds (ERFs). These funds provide assistance for food, water and shelter immediately following a natural disaster; life-saving nutrition and medical care for babies born in refugee camps; and basic life necessities for those struggling to survive in many of the world's forgotten emergencies. These funds come from voluntary contributors - member states as well as the private sector - from more than 120 countries and have so far supported initiatives in more than 70 countries. 

The CERF cannot be accessed by NGOs but both the ERF and the CHF area accessible for NGOs – in fact most of the ERF recipients have been NGOs. The funds can be released by the UN Humanitarian coordinator for priorities agreed upon in the country in question. The priorities are organized in two types of appeals: consolidated appeals and flash appeals, where the consolidated appeals are developed on an annual basis in areas in need of humanitarian assistance and the flash appeals are developed following a sudden emergency like a flood or an earth quake.

In Sudan DCA have two projects funded by OCHA - one from the ERF fund and one from the CHF. In combination these funds have added more than USD 230.000 to our partner implementing Food Security projects in Eastern Equatoria – South Sudan.
