Humanitarian Mine Action

Policy on Humanitarian Mine Action

20/04/2008: DanChurchAid's policy on Humanitarian Mine Action (October 2001)

Strategic directions

DCA mine action is guided by several international guidelines and regulative bodies with respect to humanitarian mine action:

  • DCA works under the framework of the Bad Honnef Guidelines for Mine Action. The key of these guidelines is an emphasis on the empowerment and training of the community to carry out all aspects of mine action programmes, on securing peace and national reconstruction through mine action programmes and linking mine action to the development initiatives.
  • On a technical level DCA is guided by the UN’s International Standards for Humanitarian Mine Clearance Operations in as far as quality assurance, accreditation, and minimum standards are concerned. DCA aims at a 100% clearance rate in its areas of operation.
  • DCA adheres to the International Code of Conduct and to the Sphere Project, Humanitarian Charter and Minimum Standards in Disaster Response.

In addition DCA has adopted a human rights commitment to its mine action activities. Human rights are integrated in programme development, execution and evaluation, as well as advocacy.

It is crucial for the best use of the resources at disposal for mine action programmes that the operations are closely coordinated with all the important stakeholders, and in particular with the local authorities to ensure that the programmes are indeed target oriented and sustainable.

In order to achieve positive results of mine action as part of the peace-building and reconciliation processes it is also important that the priorities where HMA activities are implemented are chosen in the most transparent and participatory way possible – this is also an important guideline in the conduct of DCA´s HMA operations.
