The number of HIV/AIDS cases in Russia is exploding but the authorities are doing next to nothing about it. After the collapse of the Soviet Union, the main danger of infection was from hypodermic needles shared by drug addicts. Today, infection from sexual contact has started occurring and this affects all sections of society.

The formal residence permit is only given to those who have a valid ID card confirming they are Russians with a place to live. This document gives citizens civil and social rights and without it people do not have access to medical care or social benefits.
