Programme Manager, HMA Albania

07/11/2008: DanChurchAid (DCA) has been implementing a Humanitarian Mine Action programme in Albania since 2002 and is planning to complete the clearance activities by the end of 2009 whereby Albania will be able to meet its clearance deadline under the Mine Ban Convention and the mine threat is removed from the lives of the Albanian population. These remaining mined areas are all located along the north eastern Albanian border – an area that was mined during the Kosovo conflict in 1999.

The programme today has 7 teams of highly trained national deminers, which are on a daily basis overseen by a national operations manager and two national supervisors. The international Programme Manager is the only expatriate staff, and is overall responsible for supervision of all aspects of the programme. The programme is at present funded well into 2009, and efforts to achieve full funding for the remaining period are underway. By spring 2010, the HMA programme will close down.

The Programme Manager will be the overall responsible for the implementation of DCA HMA programme in Albania in accordance with the developed timeline and the project documents.

Responsibilities include, but are not limited to:

  • Ensuring that DCA HMA Standard Operating Procedures are strictly followed
  • Ongoing monitoring of the work carried out in the operations, logistics, finance and administration and ensuring that all activities are carried out in accordance with DCA guidelines and policies
  • Management of all national personnel and ensure welfare and compliance with DCA code of conduct
  • Ensure financial and administrative oversight and that expenses are closely followed and allotted to the relevant budgets
  • Liaison with the Albanian Mine Action Executive (AMAE), other national authorities, donors, visitors to the programme and the media.
  • Referring and reporting to the DCA HMA Headquarters on a regular basis and ensuring timely reporting to donors and the AMAE
  • In cooperation with DCA HMA HQ carry out fundraising efforts for the finalization of the programme.
  • Plan and execute the closing down of the programme in spring 2010

Required qualifications:

  • Maturity, cultural sensitivity, adaptability, ability to work in different climatic and geographical conditions, versatility, good skills in liaison and diplomacy.
  • Minimum ten years of working experience of which at least three years experience in Mine Action and preferably basic demining/BAC training.
  • Good understanding of IMAS
  • Proven management abilities
  • Previous working experience in the Balkans an advantage.

Conditions:

The programme office is situated in Golaj in Northern Albania close to the Kosovo city of Gjakova. The programme manager will be based either in Gjakova or in Kruma in Northern Albania and will be required to frequently travel to Tirana.

Competitive salary and conditions negotiated based on qualifications.

Position is open from February 1st 2009 or soonest thereafter, with a contract length of 12 – 14 months.
