Regional Representative DR Congo

18/11/2008: DanChurchAid (DCA) seeks a Regional Representative (RR) with a strong focus on relief and rehabilitation work to the Democratic Republic of Congo (DRC). The RR will refer to the DCA Country Coordinator (CC) in DCA headquarters (HQ) in Copenhagen.

In 2008, DCA set up a Regional Office for its relief, rehabilitation and development work in Kalemie, DRC. DCA is a partner-based organisation working with a rights based approach. In DRC, DCA has a combination of self-implementing food security projects, partner-driven HIV/AIDS projects and capacity building in North Katanga and South Kivu. Relief assistance is provided in North Kivu via the ACT (Action By Churches Together) system. The RR will be in charge of a challenging and exciting task of finalising the establishment and consolidation of a well-functioning Regional Office, strategy development and programming, in close collaboration with the existing team of five expatriates and five national staff, and the Country Coordinator (CC) in HQ.

Your main responsibilities will consist of

  • Management of the office
  • Developing and coordinating all relief, rehabilitation and development activities implemented by DCA or its partners, and ensuring close coordination with the Humanitarian Mine Action programme
  • Monitoring and ensuring quality of relief, rehabilitation and development projects
  • Securing fundraising, locally, internationally and in Denmark (in collaboration with the Grants Officer)
  • Ensuring capacity building of DCA and Partners’ staff
  • Representing DCA in DRC towards authorities, the civil society, the donor community, Action By Churches Together (ACT) Forum, DCA partners and sister organisations
  • Overall responsibility for the administration and finances of both DCA office and projects (except HMA), in line with relevant DCA guidelines
  • Developing programmes and strategies for DCA involvement in DRC in close collaboration with the CC and other relevant HQ staff
  • Contributing to DCA information work and advocacy work
  • In close coordination with the HMA Programme Manager, overall responsible regarding partnership issues, decisions of strategic nature and security

Your qualifications are

  • Fluent in French, both written and spoken (native speaker level)
  • Excellent level of English
  • At least two years of management experience, preferably in relief and rehabilitation operations
  • At least three years of field experience in relief, rehabilitation and development, preferably in Africa
  • Experience in working in conflict environments, managing teams under stress, and having completed some basic training in security management
  • Knowledge of current political, economic and social developments in DRC
  • Ability to lead the team, identify priorities, take decisions, delegate, and monitor the work of others
  • Excellent networking, and oral and written communication skills
  • Experience in writing reports as well as project proposals
  • Experience in all aspects of project cycle management (design, planning, budgeting, monitoring, administration, reporting and evaluation)
  • Good command of Sphere humanitarian standards, gender, HIV/AIDS and rights based approaches and mainstreaming in project activities
  • Ability to work independently and with a good sense of responsibility

Furthermore it would be relevant if you have

  • Knowledge of - and experience with - local context, cultures and traditions of DRC
  • Knowledge of the Action of Churches Together (ACT) network
  • Experience with, and knowledge of HMA
  • Some command of Swahili and/or Danish

Your conditions of employment are

  • Salary, pension and terms according to relevant DCA agreement
  • Working hours 40 hours per week + 20 hours availability duty per 3 months
  • Period of employment: One year, from February 1st, 2009 - January 31st, 2010, with possibility for extension
  • Duty Station (non family): Kalemie, North Katanga, DRC. Regular visits to Bukavu, Kinshasa and Goma
