Qualifications:
- EOD certification to level 3 and demining experience
- Experienced in the use of e.g. Caspier heavy plant
- NGO or commercial demining experience is necessary
- Excellent speaking and writing skills in English. Knowledge of Portuguese an asset
- Be able to work independently in the field spending long times away from base living under simple conditions
Responsibilities:
Under the direct supervision of the Operations Manager (OM) the Technical Advisor’s main responsibility is the management and control of the mechanical component of the DCA demining operations in Angola. In addition to this the TA can also be requested to support the manual demining.
Tasking and management of the operational components:
The TA will assist the OM to implement, develop and improve the programme. In doing so the TA will:
- Provide technical oversight of relevant field operations of the component for which he is responsible, including training, safety and security, daily operational planning and implementation, and the direction and discipline of locally employed operational and administrative personnel under his control.
- Provide liaison on technical questions with the Operations Manager
- Supervise and if necessary, carry out any Mine Clearance, Battle Area Clearance or Explosive Ordnance Disposal activities, in accordance with existing national standards and/or IMAS and authorised DCA SOPs, and within the qualifications and experience of the TA.
- Produce proper records and reports on all aspects of technical operations as requested by the Operations Manager in coordination with the Programme Manager.
- Ensure that the OM and the Programme Manager is updated at all times of important issues concerning the mechanical component.
- Provide input to all reports to outside agencies (non DCA organisations) as well as handing out of the DCA documentation shall be approved by the Operations Manager before any such report, statement or opinion is given, including to any media representatives.
- Ensure proper use and maintenance of machines and vehicles belonging to the mechanical component under his responsibility.
- Take part in the accident/incident board of inquiry if appointed by the Programme Manager.
Liaison The TA is responsible for the liaison with other demining organisations in Angola concerning the mechanical component, to ensure optimal use of DCA resources.
Training The TA is responsible for training and educational standards of operational personnel under the mechanical component. The TA should continuously evaluate personnel to assess the need for further training and to plan and carry out training and re-fresher sessions at intervals required in cooperation with the OM.
Stand Operating Procedure (SOP) The TA is responsible for following up on the SOP for the mechanical component and for ensuring that the SOP is approved and accredited by the relevant national authorities. The TA also has to ensure that all DCA staff is working according to the SOP.
