DCA Mine Action

Challanges

In the chaos that existed in Albania following the 1997 collapse of the Pyramid Schemes, and the subsequent political upheaval, large numbers of army storehouses and magazines, as well as police barracks were looted by civilian Albanians.

Significant quantities of ammunition, explosives and weapons were removed from authorized storage locations and were hidden away in private homes and surrounding areas. In some areas, the ammunition was abandoned close to the army ammunition storage houses and police barracks, which has subsequently created a serious threat to the safety of the local population living in these areas.

Since 2000, there have been 707 casualties (164 of the casualties have been children) in Albania as a result of exposure to munitions and explosives looted from the government storage in 1997.

What we do in Albania

DCA has been working in Albania since early 2002, steadily clearing landmine contamination and reducing the threat of landmines and Explosive Remnants of War (ERW) along the border in northeast Albania. The programme was concluded in 2009, enabling Albania to meet the deadline under the Ottawa treaty.

Today DCA works with trained staff from the landmine and unexploded ordnance clearance programme to assist the government of Albania in safely dealing with a number of areas with abandoned ammunition. These contaminated areas are known as “Hotspots”.

 The work consists of:     

  • dot Survey the various areas with abandoned ammunition in order to determine the extent of the problem and the priority of clearance.
  • dot Conduct safe clearance of the contaminated areas in order to eliminate the threat to the land.
  • dot Provide a stand-by explosive ordnance disposal capacity to respond to emergency situations.
