Procurement Planning

All procurement starts with a plan. The plan is based on the procurement principles operationalized in the manuals and guidelines. As part of the plan, set up the procurement committee and design the procurement plan to fit the project, while getting to know the donor’s requirement to procurement and logistics.

Procurement Implementation

Implementation is putting the procurement plan into action. To succeed with compliant procurement of every item and service for the office or project, step-guides are available to help for all procurement procedures. The step-guides also include information on how to document the procedure.

Procurement Finalisation

As part of closing office or project procurement, the procurement committee ensures that the procurement plan is updated to reflect both the planned and the actual procurement. Finally, the procurement documents are compiled, reviewed and validated for compliance, to be safely stored for audit readiness.

Manuals and Guidelines

The procurement and logistics manuals are applicable to DCA projects and programmes. They exist in combination with several organizational guidelines such as guides to USAID and UNHCR procurement.
