The DCA appendix to the DCA Procurement Manual – Procurement for UNHCR Projects 2nd Revision July 2021, elaborates on central UNHCR requirements, which are in addition to or different from, the DCA Procurement Manual. Furthermore, the appendix provides guidance on how to comply with UNHCR guidelines within a DCA procurement context.
The appendix does not replace UNHCR instructions to procurement planning and implementation set out in Implementing Partner Management Guidance Note No. 4 (Revision 1) December 2022 – Procurement by Partners with UNHCR Funds, and all implementors are encouraged to familiarise themselves with its content.
Note: As of 1 January 2024, the Partner Pre-Qualification Process (PQP) has been discontinued, and funded partners are no longer required to undergo a standalone procurement capacity assessment. Instead, procurement-related requirements are now incorporated into the procurement and assets/inventory sections of the Internal Control Assessment/Internal Control Questionnaire (ICA/ICQ). The ICA/ICQ remains valid for a five‑year period.
This means that (UNHCR) Partner agreements are now managed locally (in-country) for each Operation (project).
